
Colonialism entails virtually every form of violence and a vast network of practices used to (a) conceal the violence, (b) obscure perpetrator responsibility, (c) conceal the resistance of victims/survivors, and (d) blame and pathologize victims/survivors (Coates & Wade, 2007). One such practice is to recast violence as sex, including violence against children and youth. This is not only a practice used by offenders: Rather, colonial governments and public institutions do the same on a large scale. In this presentation, Allan will show how Criminal Codes in several countries and Humanitarian organizations recast violence against children/youth as sex with children/youth, recast rape of children/youth as sex work and perpetrators as sex buyers, and recast human trafficking in the neoliberal jargon of supply and demand.
