The Potential Role of IAH-CNC in Reporting to Parliament

Section 38 of the Canada Water Act states “The Minister [of Environment & Climate Change Canada] shall, as soon as possible after the end of each fiscal year, prepare a report on the operations under this Act for that year”. It is presumed that this annual report will be prepared on behalf of the Minister by the Canada Water Agency. It is incumbent on IAH-CNC to collaborate with the Agency so that this annual report will produce meaningful hydrogeological information for Parliament and the Canadian public.
We propose that a working group including IAH-CNC members be formed annually to prepare an annual brief to the Agency delivered in time for its inclusion in this annual report to Parliament. It would include the President (or an appointed member) of the IAH-CNC.
It is further proposed that a member of the working group be appointed ex-officio as a member of an advisory committee specified in the Act [section 28(1)] for the purpose of advising and assisting the Minister in carrying out the purposes and provisions of this Act with respect to Canadian groundwater issues.
The primary objective of this working group would be to compile a summary of hydrogeological conditions across Canada including (i) evidence of developing drought conditions, (ii) status of groundwater quality, (iii) regional or local groundwater contamination, (iv) effects of regulatory measures or infrastructure development on changes in groundwater recharge, discharge, or quality, and (v) the status of groundwater supplies available to First Nations.
