Evaluating the Flood Hazard Model Underpinning the Federally-Identified Flood Risk Areas

Understanding flood risk at a Canada-wide scale is essential for effective emergency management and public awareness in Canada. Since 2020, Public Safety Canada (PS) has been assessing global flood hazard models to support evidence-based decision-making and to address the need for consistent, Canada-wide flood information. PS is developing the Federally-Identified Flood Risk Areas (FIFRA) initiative—an approach that applies a Canada-wide flood hazard model and a standardized matrix framework to classify flood hazard levels across the country in an accessible and consistent format. Detailed engineering flood hazard maps are typically developed at local or regional scales and are unevenly distributed across the country, resulting in substantial gaps where flood risk is poorly characterized or unavailable. Existing mapping products also vary in methodology, coverage, and accessibility, limiting their usefulness for consistent Canada-wide analysis and decision-making. This presentation outlines the extensive quality control undertaken to evaluate the flood hazard model that underpins the FIFRA. The evaluation included: 1. Data screening to assess general patterns and identify logical inconsistencies; 2. Qualitative analysis using representative case studies; and 3. Quantitative comparison of modelled flood extents against 471 engineered flood maps. Despite gaps between engineered maps in Canada, they remain the ‘gold standard’ for hazard information and were used to assess the quality of the flood hazard model, including the development of performance metrics for fluvial flooding. Results of the analysis, including implications for different use cases, will be discussed. Together, these assessments provide insight into the strengths and limitations of Canada-wide flood modelling for different use cases, and demonstrate how FIFRA can support emergency management and public risk awareness across Canada.
