Urban parks play multifaceted roles in providing ecological, recreational, and social benefits, yet performance evaluations often prioritize standardized, efficiency-driven metrics over user experiences. This study examines the divergent ontological and epistemological perspectives of park performance between municipal civil servants and park users, using Montreal's Angrignon Park as a case study. Through qualitative semi-structured interviews, the research identifies three distinct "meta-perspectives" on park performance: bureaucentric, anthropocentric, and ecocentric. Civil servants primarily adopt a bureaucentric perspective, focusing on operational efficiency, policy adherence, and infrastructure maintenance. Conversely, park users express either an anthropocentric perspective, valuing accessibility, recreation, and social spaces, or an ecocentric perspective, prioritizing biodiversity, natural heritage, and ecosystem preservation. The findings reveal tensions between institutional frameworks and community expectations, both in how park performance is conceived and how it is measured, emphasizing the need for more inclusive governance approaches. This research contributes to urban geography and public administration by advocating for performance metrics that integrate qualitative, user-driven insights alongside traditional quantitative measures. Such an approach can foster more responsive, participatory park management, aligning institutional objectives with diverse user values.
