Barriers and Pathways: The Obstacles Faced by Foreign-Trained Physicians in Securing Employment in Canada

The immigration of foreign-trained physicians (FTP) to Canada presents complex challenges to professional integration due to systemic barriers despite the increasing need for healthcare professionals. In addition, the inter-provincial migration of Canadian-trained physicians, the increasing number of patients, and the loss of health care services, among other factors that significantly impact donor regions in Canada, create a need to recruit International Medical Graduates (IMG) from abroad. Notably, scant studies have explored the critical issues of FTPs. In this theoretical inquiry, my primary objective is to identify the obstacles foreign-trained physicians face in Canada when attempting to secure a medical position, the immigration patterns of the physicians, physician-distribution issues and conditions, and the impact of the gaps in the policies on FTPs. I aim to explore the gaps in systemic collaboration and coordination between the regulatory bodies at the Federal, Provincial and Territorial levels and Citizenship and Immigration Canada for workforce planning and the policies for the FTPs in transitions to the Canadian health care systems. With this research, I intend to provide new insights into the pathways of professional integration, propose conceptual frameworks for understanding the barriers FTPs face in Canada, and contribute to the broader discourse on migration and healthcare systems for future research and policy development to improve the inclusion of FTPs in the Canadian healthcare system.
