Small scale fishers (SSFs) are vulnerable to calamities brought on by natural hazards, changing climatic conditions, and climate change due to their proximity to seashore. Dealing with these environmental challenges is an added burden to already existing vulnerabilities and marginalization faced by them. The Indian subcontinent is vulnerable to the world's 10% tropical cyclones. Chilika lagoon, situated in Odisha, India is extremely prone and subjected to 5-6 cyclones annually. SSFs who depend on the lagoon for their livelihood are on the forefront suffering from these calamities. Resilience against disasters is usually analyzed in terms of economic and infrastructure aspects, lacking focus on the intrinsic factors contributing to it. In particular, social capital - the different connections a community has within and outside of their network that helps in building effective response strategies through collective action at the time of crises. Communities with high social capital can bring members together for better response strategies. However, it is not the existence of all connections that matters, but the quality and balance of the ties are also imperative. For instance, collective action could be hindered if it lacks to address the power imbalance, and social inequalities. Thus, relational well being addresses the quality of various networks by analysing network dynamics..The study employs a qualitative case study approach with data collection tools such as semi structured interviews, non-participant observations, and focus group discussions.The key findings include the challenges faced by the communities in various systems like social, economic, environmental and physical and their interconnectedness, role of social capital and relational well being in the various response pathways to deal with the crises, the lack thereof due to power imbalance, social inequality, caste system and political power and finally providing recommendations for tailored context specific approaches to enhance the community resilience against disasters like tropical cyclone.
